undo/backout is not just done for "nit" like wrong commenting bad RTI
etc.
Danek has said that ws_undo is only used for the nit-like issues, wrong
comments, branches, merge turds, etc.
Backouts being used for the other things you mention (and backouts
don't cause any of these problems, *only* forcefully removing a change
from ever having existed).
