I don't like subject tags to distinguish mailing lists, but inside a
mailing list, subject tags for sub-topics are helpful.

Just like many people use [PATCH] in the subject to indicate that
the message contains a patch to be reviewed by people liking to
review patches and ignored by people who like to ignore patches, the
commit notifications could have a short subject prefix or suffix,
too. Alternatively a fixed From: address can be used here.

As soon as you're using more than one repository, having the
repository name in the subject helps distinguishing commits for the
separate repositories.

I use subjects which don't include the short description, but may
contain more than one commit, the subjects are like this:

Subject: [EMAIL PROTECTED]: 10 new changesets
Subject: mercurial/[EMAIL PROTECTED]: 2 new changesets
Subject: mercurial/[EMAIL PROTECTED]: new changeset
(with header From: Mercurial Commits <[EMAIL PROTECTED]>)

Maybe something like this?
Subject: CCD are using subversion [scm-migration/docs]
