I wouldn't expect so but how do we enforce that if we don't.

Also why not need an RTI for this they can still impact the gate as
much as other tools can, right ?  We need to RTI to change nightly so
why not the other tools.

                                         Given the tiny audience for
these tools, I'd say no -- it adds a pretty significant burden to
maintaining the tools.  Maybe that's me resisting change, but it's not
clear to me that non-product code (that used by at most one or two people)
should be here.

Is that always going to be true though ?  Aren't some of these
tools useful to developers leading a project gate ?
