Launchpad is always an option, and there's nothing wrong with riding Ubuntu's 
wave. (  https://launchpad.net/ubuntu/+bugs )

I've read some interviews on the topic of Launchpad being closed source and 
unshared. I believe it is because Ubuntu genuinely wants to help the Linux 
world, and they want to make Launchpad a central location for all Linux work to 
run through, so everyone can share in the same great project management systems.
