If the exchange is, essentially, "we need a stable XML-RPC interface, it's not part of the build we're running, but it's part of 3.2, and 3.2 is released and stable," then what could I possibly have to comment on? I think Stephen is right that the website folks will be taking over operational parts of this, but not administrative.
