While there may be no stability guarantee, there are known consumers:
 - webrti's "OpenSolaris" mode will generate URL's linking to case ids
 - my script for generating the X Changelogs for the X Community pages on
    OpenSolaris will also link to case ids
 - numerous manual links from other pages/sites & of course google's indexes

Of course, whatever end result is used should end up with predictable
URL's, so some Apache mod_rewrite rules should be able to generate
redirects as needed for backwards compatibility.
