Since I integrated the fix for

6781574 transition to mercurial has brought CR 4800126 back to life

I learned that a ton of folks are building in shells spawned via "ws," instead of "bldenv." And mostly, I've been telling them "you should use bldenv."

But a similar problem (with less remediation) crops up when you build from the source tarballs--a "make all" descends into usr/src/pkgdefs, even if you're not building packages.

Folks have, at various times, talked about rolling together functionality from ws, bldenv, and nightly. While that's a worthwhile goal, it's not something I'm going to do before build 111 closes this evening. And I would really like for the build 111 source tarballs to build cleanly.

So here's a (hopefully simple) code review request, to make the usr/src/pkgdefs build more robust to various SCM_TYPE settings:
