The new noise of last build is always present in mail. This -s option just removes "diff between old noise and new noise", there are cases when such diffs are annoying. By the way, what's the policy for sending mails to tools-discuss? I've tried twice to post a message through email client, but my message didn't show up until I posted it via web interface. I would expect some reply to emails e.g. "you must be member of alias" or "this alias is moderated", etc. Nothing came back.
