Yes, we want 'site-xwiki' as a component of 'website' because it's third-party software that we are going to maintain. If the wiki technology ever changes in the future, we would want a new component to be specific to the new technology.

'site-portal' is for problems with the current application. It probably isn't a real clear name and right now, it's used as something of a catchall (some are specific to the current app and some need to be moved), but we need the component to remain.
