Stuart;  It seems the OWL-time ontology defines inXSDDateTime and
XSDDateTime properties with the range defined with XSD dateTime
datatypes.  xsd:dateTime is defined by XML Schema and both date and
time are required - e.g. 2008-11-23T23:08:00

It seems like you could define a string datatype and use that property
or combine the 'hours' and 'minutes' properties.
