A string, as Scott is suggesting, will give you the most flexibility of the
entry format. Alternatively, you can also make a range of a property be
xsd:time. You will then be able to enter time information without the date. 

TBC gives you a clock widget for picking the time. This includes ability to
set the time zone. Note that the time will have to include seconds as in
09:55:11.031 where 9 is for hours, 55 for minutes and 11.031 for seconds.

Stuart;  It seems the OWL-time ontology defines inXSDDateTime and
XSDDateTime properties with the range defined with XSD dateTime datatypes.
xsd:dateTime is defined by XML Schema and both date and time are required -
e.g. 2008-11-23T23:08:00

It seems like you could define a string datatype and use that property or
combine the 'hours' and 'minutes' properties.
