I am having difficulties understanding your problems here.
There are issues concerning labels and prorogation of labels between 
things in TB Ensemble.
However, these do not seem to have any connection with special 
characters, all of which work as well as any other characters as far as 
I can tell.

Concerning html entities, it is not clear to me where you are expecting 
to be using these.

In any semantic web environment, including the whole of the TopBraid 
Suite, Unicode is the underlying representation of text, with full 
support for almost any character you can dream of.
If you choose to output semantic web data as XML, e.g. RDF/XML, then 
various characters will be escaped appropriately.

It is unclear to me what other functionality you are expecting; and 
hence I can't give a time scale for a fix.
