Yes, this is not an new issue. It exists in all previous releases. And it is more of a design decision or even a feature rather than an obvious bug.
Originally, it was decided to have an extra level of user control when running TBE under TBC-ME. Subsequently, we have concluded this was not necessary and it is better to have the Save operation behave consistently under TBC-ME and under Enterprise server.
