Benson; I opened rex.owl and it works fine in TBC-ME 3.4.0, Mac and Windows (Win 7 x64). I also tried on a TBC 3.3 version I had lying around. The file opens without problems on all of them.
So, you'll need to let us know the usual information - what OS, TBC version, architecture, etc. you are using. Include any information that may be useful on how you open the file, or any actions taken beforehand that could indicate what could be happening on your setup. One possibility for the problem is that you've somehow managed to delete or close the TopBraid Library. If you use the default setup, there should be a library named TopBraid. This project has folders named Common, Examples, SKOS, SPIN, TBC, etc. If these files are missing (for example, do a ctl-shift-R and search for the file dc-1.1.rdf), then create a project (best if named "TopBraid") and perform an Import... Refresh TopBraid RDF/OWL Library from the Web. After refreshing the library, the file should open without problems. Looking at the file, there is nothing wrong with it and it will open OK in Composer. However, I would suggest using the nampspace prefixes instead of the DTD entity names.
