David; There's not much information to go on here, so let me make some
assumptions.  You opened a .ttl file and chose Export... Export/Merge/
Convert.  You modified the target base URI and gave it a target name
(the .oracle file name).  On the next wizard page you specified an
Oracle model name (the name of the model in Oracle), the database URL,
user name and password.  The Finish button then creates the .oracle
file.

When opening the file connector (.oracle file), nothing appears.  Are
there any entries in the error log - warnings or errors - that may
give us some clues?

There is a chance that the Jena RDF adapter hasn't been set up
properly.  To test that, do the same process as above, except choose
'Jena SDB databases' as the export format.  Same steps as before;
specify the Oracle parameters and save.  Then try opening the
resulting .sdb connector file.

If that works then there is an issue with the Jena RDF adapter.  If it
doesn't work, then you may want to check the Oracle setup to see if it
is refusing connections for writing data (these should show up int the
TBC log) or there is some permissions issue, etc.

Let us know how that goes and if there are other clues that can help
us find out how to help you.
