TopBraid Composer SE 3.6.0B has updated instructions on setting up JTDS
drivers. It is found by going to "Help > Help Contents" from the menu,
clicking on "TopBraid Composer > Import and Export > Import external
information > Import Relational Databases with D2RQ" and then in that
page, clicking on the link at the sentence "For MySQL or SQL Server, see
separate page", which opens you a page explaining setting up MySQL or
SQL Server drivers.
From that page, here are the instructions to setup a SQL server driver:

page. The download is a zip file that includes the biz.aQute.bnd.jar
utility. To use it, the following command creates a file called
sqljdbc4.bar:
java -jar biz.aQute.bnd.jar wrap sqljdbc4.jar
Rename the sqljdbc4.bar file to have a .jar extension (for example,
sqljdbc4_equinox.jar) and put it in the dropins folder of your TopBraid
installation.
For the JAR file used with any database manager, make sure that it
includes the import and export package data in MANIFEST.MF file under
META-INF folder inside the JAR.

According to "Supported Relational Database Configurations" at
http://www.topquadrant.com/products/supportedPlatforms3.5.html , Sybase
and SQL Server are currently not included in TBS test suite but known to
work.
