Hi Courtland, As a relationship property like skos:broader or skos:related, skos:exactMatch should point to another existing concept, so I'm guessing that you put in a URI for a concept that was not part of the vocabulary you were editing.
This doesn't mean that you can't define skos:exactMatch relationships between concepts from different vocabularies. It's common to create a vocabulary that imports more than one other vocabulary (see "Add Import" at the top of a Production Vocabulary management page) and then is used to define relationships between concepts in the imported vocabularies. This way, the importing vocabulary functions as a set of mapping data. Note that,as with other relationship properties, if you type in the first few letters of the preferred label of the concept you're entering as an exactMatch value, a drop-down list should show you the ones that begin with the typed letters so that you can just select from that list to get the right one.
