I'm going to take a slightly different shot at this question.  I take it that Courtland wants to refer to a vocabulary term that is not managed by TopBraid EVN.  One way to do this would be to copy a concept form a SPARQL Endpoint.  To do this follow these steps:

1. Set up your endpoint(s) - see http://topquadrant.com/topbraid/evn/41doc/adminguide.html#makeendpointlist
2. Open our vocab in EVN and choose "Copy Concept from SPARQL Endpoint" from the gear menu next to Show History.  You may want to create a concept scheme to holding these pointers to external resources.

If the concept is not available from and endpoint, i.e. it is just a URL, then it seems to me this is a legitimate use of skos:exactMatch and we should look into allowing users to enter URIs.  Let us know, Courtland.

This doesn't mean that you can't define skos:exactMatch relationships between concepts from different vocabularies.
