Thanks for the answers. I'm keeping the same numbering below as the 
original questions:

1. We anticipate the need for the workflow to support multiple working 
copies of a non-published/non-production vocabulary. But once a version of 
a vocabulary is published (say version 1.0), work could begin on the next 
version (2.0). Other associated vocabularies in development/production will 
want to lock-in on  and use version 1.0 of the original vocabulary. 
Therefore, the multiple published versions of the vocabulary will need to 
be available in parallel. So "making multiple production copies available 
at once, where some are older than others" is correct.

2 and 3) I'll watch the video's you suggest to learn more. Thanks!
