Derek; Did you follow the link for "EVN Configuration?"  Do that and add information about your relational back-end for SDB, user name, password, license key and the project you will store the vocabulary connectors in.  Then you will be able to create a new vocabulary.

for those who are using SDB and have downloaded TopBraid 4.2.0, please be aware that we have discovered a problem with the creation of new SDB databases and EVN graphs.  This problem may lead to loss of data because some named graphs may be overwritten.  We are working on a fix and will roll out 4.2.1 as soon as possible, but in the meantime

   *please do not use TopBraid 4.2.0 in conjunction with SDB*.

Note this includes EVN which uses SDB.
