I have been experiencing the exact same behavior and also as noted, if I login to the Admin Console page using the same user that is setup in the web.xml as the superuser everything works. However, this is not the behavior we observed in the past with TBL 3.5 and 3.6. In the past we would have 'tomcat' as the superuser, same as described here, but then any users who were members of the LDAP group provided could login and had full admin access. Has this behavior changed? For our setup tomcat is managed by another support team and we don't know the tomcat user password to login with, so this new paradigm is an issue for us.
