Hello Bob; In 4.x
the initial superuser is set
up in the Deployment Descriptor Configuration page (the
initial setup) and stored
in web.xml. The only privilege the
superuser has beyond other users is the ability to
see the Server Admin pages. The superuser can also set other users to be superusers in the Server Administration/Select Superusers page. You won't need to know anything about the tomcat users to do this.
