Hello, yes Eclipse has a running internet connection
(i.e. no problem installing the Subclipse) and no proxy configured.
The connection test with sites (
Window->Preference->Install/Update->Available
Software Sites->Test Connection) runs well
for both "http://download.eclipse.org/releases/galileo/"
and "http://topcased-mm.gforge.enseeiht.fr/release/update-site3.5/"

It seems that the galilelo download site is still not accessible, and
there
are other error in accessing Topcased 3.5 download site.

It is right, in the topcased bookmark, the link to eclipse update site
was out of date or wrong.
I have modify this, you can re-download it, or you can modify the link
in "Install New software" of eclipse and select "available sites"
select this address : "http://download.eclipse.org/galileo/releases/"
and click on "Edit".
Replace the link by :
http://download.eclipse.org/releases/galileo/
