[Topcased-users] [sysml] Put a comment on a diagram in another package

Hi,

Suppose I have the following model structure
Model
\ Package 1
  \ Block 1
    \ [diagram] BDD 1
  \ [diagram] BDD 2
  \ Activity 1
    \ [diagram] Act 1
\ Package 2
  \ Comment 1

I noticed that, I can drag "Comment 1" to both BDDs (1 and 2), but not to the 
"Act 1" diagram.

Intentional or bug?
