I can not reproduce your bug
this is the screenshot of my outline and i can't drag and drop my
comment to bbds or activity diagram :

I noticed that, I can drag "Comment 1" to both BDDs (1 and 2), but not to the "Act 1" diagram.
Intentional or bug?
