What do you mean exactly with "normal case"? That I should not be able to drag the comment? If so, is there some part of the sysml spec that states this? ps. The reason I was trying this was to get all comments under a single package, such that (without any scripting/transformation effort) somebody could directly have an overview of all comments in the outline, and by clicking on them he/she would be taken to the right diagram.
