While Papyrus and TOPCASED are Eclipse features technically speaking, only 
Papyrus is a project of the Eclipse Foundation (see 
http://www.eclipse.org/papyrus). Until now, TOPCASED as a whole is organized 
and maintained directly by an independent group of users and developers. 
That's the meaning of this migration: most TOPCASED features will soon become 
part of Eclipse/PolarSys projects or Eclipse/PolarSys projects in themselves.

Thanks for this full explanation, a point which I do not understand 
"TOPCASED is now starting to be migrated to Eclipse " but since the 
beginning Topcased and Papyrus are integrated in Eclipse no?
