The dirauths need to do reachability testing etc. Whether they're used to
actually distribute the consensus to bootstrapping clients and the rest of
the network is highly orthogonal I think. I don't agree with your most of
your plans here on this ticket, I think, because you do not address this
issue. Publication to the dirauths has never been the problem.
