 Hrmm.. On further consideration, I think I want to limit arma's hack some
 more. It's actually going to be a quite common situation that a user will
 walk away from their computer, Tor will decide to stop building circuits,
 and then when they come back, it's going to use a slower circuit than it
 should with probability of something like (0.20/available_circuits).

 We should avoid actually using a circuit that has its relaxed_timeout bit
 set if other circuits are available... I wonder if there are other ways to
 avoid this situation, too?
