Hrmm. Perhaps we can talk about this more on IRC or something? The key to
the !any_opened_circuits is the continue vs the fallthough... The continue
saves the circ, but fallthough times it out and kills it. Remember, the
relaxed_timeout flag is informational. It doesn't govern timeout
selection.
