Tor is compiled for Windows and available for download here. https://www.torproject.org/download/download.html.en You're looking for the "Expert Bundle," and the current direct download link is https://www.torproject.org/dist/torbrowser/7.5.5/tor-win32-0.3.2.10.zip Unzip it and inside you'll find tor.exe. This can be configured the usual way to run a relay. Hope that helps.
