The Tor project has a brilliant step by step at
https://community.torproject.org/onion-services/setup/ which should help get
you started.

You can generate .onion addresses en-masse till you find one you like;

Accessing onion services can be done on any device that runs Tor and/or the Tor
Browser. The Tor daemon can run on Linux / Windows / *BSD, Android etc. Onion
Services are a transport layer, you'd need a httpd to do the hosting/serving of
the website itself.

If you want it to.
