.uk has spoken ambiguously about blocking proxies and/or implementing
key escrow after the elections--ambiguous because the proposals have lacked
technical detail, and because Cameron and members of his cabinet
conflate encryption with proxying. But it is certainly not the case that
Tor entry guards are blocked there.
