Understand normal circumstances, it should be that way. However, since
we have had long break between release candidates. I am making
exceptions on this. Hopefully we get into something more manageable in
the future. Then we can try to stick the policy.

I really haven't use the email feature myself, but let me take a
better look at it. Or you can just start hacking TortoiseHg to fix
them yourself ;-)
