I just sent out my reply on this. I plan to roll out 0.4.1 this
weekend. I am thinking maybe I should handle this one, given the short
time we have, but if you are really interested, why not. What do you
think?

Pretty much what Steve left behind in the FAQ. The usually deal for me
(with the setup in place) is just doing:

1. qgoto (or 'qpop -a' if updating Mercurial)
2. update the files for this patch (or 'hg update hg-release-tag')
3. qref
4. qpush -a
5. build-installer.cmd
6. qcommit
