I'm experimenting with a new layout of the windows installer.

Instead of the MQ that Steve Borho developed I would like to include a build
script for the installer in tortoisehg/setup.py.

The idea is to download the relevant dependencies. Some of them could be
fetched using the forest extension, some using other mechanisms.

I picked setup.py because I see it as the Python equivalent to "autoconf"
and friends. As my Python rating is still around "newbie" I would like to
know if it is a good idea to stuff this into setup.py or if I should do
something else.
