Do let anyone stop you. However, speaking without good understanding
on the rebase and bookmark extensions, would they be better to
integrate into any of the existing GUI tools instead of creating the
new ones?

The next TortoiseHg release will probably happen fairly soon, as the
primarily goal is to link against Mercurial 1.1.  We can decide later
when these new features are mature for release. There's no need to
rush ;-)
