I have tried your forest installer. Looks like your last commit break
the installer.
I have to create the following at installer.snap
[tree1]
root = .
revision = 96fd4b9dd8e0
I am using the latest forest.py from the developer website.

IMHO, Steve has reduced the number of patches required for the
installer by using the hybrid way
->get rid of qct, tortoise patches and replace by directories ->
Easier for future tortoisehg update.
We still need the other patches though for mercurial setup.py, default
ini, installer configuration.

BTW, Peso forest installer is an efficient way to integrate the
various update of mercurial-stable and
tortoisehg. With forest extension it will be an automatic update.
I have a comment though, the 'automatic' commit message in the forest
repo should indicate the
version of mercurial and tortoisehg for tracking purposes.
