That's where it's should try to create your user Mercurial.ini file (that's where Mercurial looks for it). In general, the behavior of the Settings tool sounds very broken, but I would expect it to issue tracebacks if it were broken this badly. Have you tried launching it from a shell window to see if it generates any errors?
