The pre-0.7.1 settings files were the ones without extensions. The new ones have .dir, .dat, .bak. The older files lived in ~/.tortoisehg/settings. The first step of the import is to move them into the new %APPDATA%\TortoiseHg folder where they are then converted and then finally deleted. So any extensionless files you see in %APPDATA% are old configs that have been moved but not yet imported. -- This is an issue notification from bitbucket.org.
