But an sdist package still lacks these files:
contrib/*
COPYING.txt
icons/*
ReleaseNotes.txt
installer/*
tortoisehg.py
tortoise/test/*

A problem with the current setup.py is that it rewrites __version__.py whenever 
"hg id -it" succeeds. That is fine when it is run in a real tortoisehg source 
tree, but it is very bad when an extracted release tar ball is used in a 
subfolder of another hg repo. Perhaps the detection should be guarded by 
existence of a .hg folder?
