I don't think there is any guarantee Windows will notice the change - it usually will be able to, but not always (eg, on a FAT device the file change notifications don't work IIUC). The shell notify function *is* that canonical notification function. I think it is good practice to call this function whenever we know we have changed a file that the shell needs to know about...
