The translation effort will work on two branches: The most recent stable and
the unstable (crew). I guess it makes most sense for translators to work
primarily on the most recent stable, since strings does not change. During
the release countdown we turn unstable into stable and "begin"  translation
effort for the comming release.

With this approach there is no difference between
  last stable = stable, unstable = crew
and
  last stable = 0.8.x, unstable = default

There are some minor differences between creating a new branch or merging
crew to stable, but this is not significant.

Note that I have set up a 0.8 branch on launchpad. This is my personal
preference, but if you decide to use a stable/ustable branch policy I will
change the launchpad branches to reflect that.
