Did it work previously?
Try changing {app} with the directory you install TortoiseHg (e.g.
C:\Program Files\TortoiseHg )
I'm also having similar problem caused by {app}. The Visual Diff no longer
works. The workaround is to change {app} with whatever folder you install
THG.
Probably this is the side effect of the error during THG 0.9.1 installation?
