Thanks for this; adding

ssh = "C:\Program Files\TortoiseHg\TortoisePlink.exe"

fixed the problem. Note that it's not just a case of replacing {app} though; 
previously I didn't have to have anything in mercurial.ini at all as the 
defaults worked fine.
