You actually don't need to commit it, it is enough that the file is
present in the working directory. But then you will need to copy it
around manually (which is why people normally commit it in the first
place...)

I'm afraid I don't really know anything about how the eol extension
interacts with hgsubversion, except that I'm pretty sure hgsubversion
doesn't have code to enable or use the eol extension directly.
