For whatever it's worth, I'll chime in with an agreement that there is some 
sort of real problem here.  We have one large file in our repository and when 
it changed a number of months ago, I had quite a time getting it cloned around 
our windows desktop machines.  My problems were aggravated by the fact that I 
have a scheduled task to pull and update the entire office full of clones 
every night -- this scheduled tasks involves my desktop machine pulling from 
the server to other client machines.  Yes, this is certainly a gross way to 
treat the network, but it works quite well aside from this isolated file.  
Actually, it seems that I have less & less sporadic problems as mercurial 
continues to get updates (yay!!)

Never-the-less, this is quite unrelated to tortoise I would think...just a 
mercurial-on-windows annoyance.
