TortoiseHg 2.7 is a major feature release. The largest change was the
addition of partial commit, otherwise known as change selection:

Because there was an unusual amount of churn in both TortoiseHg and
Mercurial, we've made the rare decision to ship TortoiseHg 2.7 with the tip
of Mercurial stable prior to the 2.5 code freeze (essentially 2.4.2 +
fixes).

For those who would like to use Mercurial 2.5 with TortoiseHg 2.7, I have

We expect TortoiseHg 2.7.1 to ship with Mercurial 2.5.1
