I did some more testing. With a fresh install of Windows 11 22622.290 it 
works. But on my work machine (and apparently yours) it does not.
Haven't found out why though. Adding debug output indicates that 
the IExplorerCommand::Invoke method is never called.

I'll keep looking, but I can't promise anything. Maybe another Windows 
update will fix this...
