If true and easy anonymity is important, the Captcha systems used on
MediaWiki seem to help.  I've heard of them being defeated
occasionally, but it's generally an improvement:

If we could stop the bleeding, I'd feel a lot more heartened about
going in and doing the clean-up on the accounts and pages that are
clearly spambots.
